Koushalya Abhivruddhi Yojana

The government of Karnataka has set up the Skill Development, Entrepreneurship and Livelihood Department (SDEL) to help the youth to acquire necessary skills and expertise to increase their employability. Its aim is to undertake the functions of regulation, standardization, promotion, implementation and monitoring of all skill development initiatives in the state. Skills and knowledge are the driving forces of economic growth and social development for any country. Karnataka has always been known as a pioneer in innovations. This has enabled the state to bring to its foray a wide range of National and Multi-national corporate and organizations. Over the years, it has been observed that there lies a huge gap between the demand of Skilled Labour by these corporate and organizations and the supply of the same.

Principle of Koushalya Abhivruddhi Yojana

Vision:
Internationally acceptable skilling for all to reap the maximum possible demographic dividend for rapid balanced sectoral growth and inclusive development, leading to decent employment opportunities for all.

Goal:
The goal of the skill development policy is to provide skills annually to 13.4 lakh existing workforce and new entrants who yearn to achieve sustainable livelihood either through wage employment or self-employment options

Mission:
Empower all individuals through improved skills, knowledge, and nationally and internationally recognised qualifications to gain access to decent work and gainful employment, and ensure the state’s competitiveness in the global market. SDEL aims to create opportunities for learning throughout the trainees’ life, with respect to his/her individuality. 

The aim of the policy on skill development in Karnataka is to:
·    Design and implement skill development, entrepreneurship and livelihood activities on a mission mode, converging all the relevant schemes and programmes under the Skill Development, Entrepreneurship and Livelihood Department;

·    Achieve the economic and social integration of target groups by enabling them to acquire employable skills by developing a skill ecosystem in close coordination with industries and industry bodies, sector skill councils, civil society and bilateral/multilateral agencies;

·    Standardise the curriculum in line with quality parameters and market demands, and improve certification norms for improving employability and free movement of the workforce;

·    Set cross-sectoral and internationally acceptable standards of skilling, with a sound quality assurance and qualification framework;

·    Ensure speedy provision of qualitative skills to harness the demographic dividend and meet industry needs;

·    Strengthen the quality as well as ensure the long term sustainability of the skill development infrastructure – both in the government and private sector;

·    Provide skills to strengthen livelihoods and promote entrepreneurship with increased emphasis on innovation, and provide adequate support and conducive environment to them.
